That's actually a good point, as I haven't "formally" asked the admin / website owner if I can promote my services and/or website!

I run and assist on several websites, and with good measures there shouldn't be any spam on the forum
Quite different with eMail though, but even then the best solution is a "blackhole"
My own commercial website receives about 12,000 eMail a day, but I only receive about 10 legitimate ones!

As one of the admins of the web site - yes, of course you can post your services and a link to your web site. If you pop it in your signature it will appear at the bottom of every post you make.

We have no problem with links etc... if people are properly contributing to the forum.

And as far as spam is concerned, our vBulletin setup is bang up-to-date, so I'll have to check if there's anything we're missing.
