If you were unable to secure references from the referees nominated can you approach the employer directly yourself or do you have to ask the candidate to do it?

I would personally question the person you are interviewing as to why you were unable to obtain a referance for them first. As it saves the embarrasment of getting in touch with a company that had never employed this person in the first place.
